Purpose


"The board shall adopt rules and regulations, not inconsistent with law, for the governing and operation of the library system. The libraries within the library system shall be free to the use of the inhabitants of the county, subject to the rules and regulations adopted by the board. The board may exclude from the use of the library system any and all persons who willfully violate such rules and regulations. The board may extend the privileges and use of the libraries within the library system to persons residing outside of the county upon such terms and conditions as it may proscribe by its rules and regulations." 3D Printing Policy

Policy Statement:

The Summit County Library provides 3D printing services to foster innovation, digital literacy, and hands-on learning. This service aligns with our mission to offer equitable access to emerging technologies while prioritizing safety, intellectual property rights, and responsible use.

 

1. Guidelines   

1.1 Summit County Library’s (the Library) 3D printers may be used only for lawful purposes. The public will not be permitted to use the Library’s 3D printers to create, reproduce or manufacture material that is: 

 

1.1.1 Prohibited by local, state, or federal law.

 

1.1.2 Unsafe, harmful, dangerous, or poses an immediate threat to the well-being of others. This includes the creation, reproduction or manufacture of “dangerous weapons” as defined by 76-10-501 of the Utah Criminal Code.

 

1.1.3 Obscene, sexually explicit, or otherwise inappropriate for the Library environment.

 

1.1.4 In violation of another’s intellectual property rights. That is, the printers will not be used to reproduce material that is subject to copyright, patent, or trademark protection.

 

1.2 Only designated Library staff and volunteers will have hands-on access to the 3D printer and the software which controls the printing instructions.

 

1.3 After the print requests are submitted to the Library staff, the Library reserves the right to:

 

1.3.1 Review and approve all materials before printing. The 3D design may be examined to ensure compliance with this policy and that it is capable of production. If a submitted request is considered by Library staff to be obscene, sexually explicit, or otherwise inappropriate for the Library environment, the request will go to the Library Director, and if necessary, the Summit County Attorney’s office for consultation. If there is a problem with the design and/or production, the patron will be informed of the problem(s) and the change(s) needed before the design can be printed. The Library cannot guarantee that a print job will be completed within a particular time frame.

 

1.3.2 Refuse any 3D print request.

 

1.3.3 Stop printing a request due to time or printer capabilities.

 

1.3.4 Set a limit as to the maximum amount of time a print job may take.

 

1.3.5 Charge users for print requests.

 

1.3.6 Limit the number of print requests. (If there is high demand, the Library will schedule only one print per week per person or entity.)

 

1.3.7 Give priority printing to Library programs and events.

 

1.4 Items printed from the Library’s 3D printers that are not picked up within 30 days of being notified via email will become property of the Library.

 

2. Design Creation   

2.1 The 3D printer can be used with basic knowledge of Computer-Aided Design (CAD). However, creating a new design requires an advanced knowledge of 3D modeling software products. Video tutorials that accompany CAD programs can be of assistance.

 

2.2 The Library permits access to any online design software on its computers. Each user is responsible for the access log-in and password and is responsible for the content and designs on those accounts.

 

2.3 Any 3D drafting software may be used to create a design as long as the file can be saved in .stl or .obj file format.

 

2.4 Digital designs also are available from various file-sharing databases.

 

2.5 The Library takes no responsibility for issues of access, content, accuracy, quality, reliability, or safety of the designs that users create or download from online sources.

 

3. Submitting a Design for Printing 

3.1 Persons wanting to use the 3D printer can email their project file (in .stl or .obj file format, no larger than 25MB) to 3DPrintingRequest@thesummitcountylibrary.org or bring their file to the Library during open hours. Staff will add the model to the printing queue.

 

3.2 User must submit a “3D Printing Request Form” available on the Summit County Library website, specifying the print job. Only one object may be requested at a time; the object may have multiple parts or files, listed individually. The Library may adjust your print due to size or filament usage, as needed.

 

3.3 Object must be smaller than 11.5” L x 10.5” W x 9.5” H to print on the Lulzbot Taz 6.

 

3.4 An email address and telephone number is needed to notify users when the print job is available for pickup and fees that apply.

 

3.5 3D print jobs will be readied and sent to the printer by Library Staff. All files will be viewed in Cura LulzBot Edition or other authorized software before printing.

 

3.6 Failed prints due to 3D design should be reworked and resubmitted by the user. Failed prints due to machine malfunction or failure will be reprinted at the earliest convenience by staff, without a resubmission by the user

 

3.7 Items may be picked up at the Library. It is sometimes difficult to estimate exact print times. Library staff will make an educated guess about the length of a job upon request.

 

4. Charges 

4.1 The Library will charge users for print requests. Users will be required to pay for print jobs at time of pick up. Users may only print from available printing supplies provided by the Library. The Library uses PLA filament exclusively.

 

4.2 Refer to the Library Fees Schedule for the price per gram and minimum charge per print job.

 

4.3 Refer to the Library Fees Schedule for time charges.

 

4.4 There will be no charge for items created as part of a Library class as long as they are under a 20 gram maximum.

 

4.5 Print jobs will be limited to 150 grams (including supports) or less per submission.

 

4.6 Users placing requests for print jobs will remain responsible for payment of all time and material charges incurred, even for failed print jobs due to faulty 3D designs, and will be assessed these charges on their Library accounts.

 

5. Disclaimers 

5.1 Supervision by Library staff or volunteers does not constitute knowledge, or acknowledgement, of any unapparent final use of the 3D product, and the Library specifically disclaims any knowledge thereof.

 

5.2 The user assumes all responsibility for the 3D design. The quality of the resulting print is the sole responsibility of the user. Summit County, The Library and its employees accept no responsibility or make any warranties, express or implicit, as to the safety, success, usability, merchantability, appropriateness, or any other aspects of the created, manufactured or reproduced designs generated by any of its 3D Printers. This equipment is considered experimental and educational, and as such print jobs often fail. The Library is not liable for injuries, property damage, or failure of function caused by objects or materials made through the utilization of its 3D Printers.

 

5.3 The user assumes all liability for 3D printed items and designs and is responsible for ensuring designs are within compliance of all copyright and property laws. The printer may not be used to reproduce material that is subject to copyright, patent, or trademark protections.

 

5.4 Policies and procedures governing the use of the Library’s 3D printers are subject to change.


Blood Pressure Monitor Kit Policy

Policy Statement:

The Summit County Library is partnering with the Summit County Health Department to offer self-measured blood pressure monitoring kits in our Library of Things collection.

 

1. Checkout Procedures   

1.1 Patrons must be at least 18 years of age or have written permission from a parent or guardian to borrow the Blood Pressure Monitor Kit.

 

1.2 Patrons (parent or guardian if borrower is under 18) must sign a liability, assumption of risk and indemnity agreement, which also includes accepting financial responsibility for damage and/or loss of a Blood Pressure Monitor Kit and/or its components.

 

1.3 Patrons must return the Blood Pressure Monitor Kit and all of its components in the provided case to the circulation desk and not into a book drop.

 

1.4 The checkout period for the Blood Pressure Monitor Kit is 2 weeks. The Blood Pressure Monitor Kit may be renewed one time after the 2 week period. 

 

2. Damage Items or Lost Parts   

2.1 If a borrower damages or loses the Blood Pressure Monitor Kit, the borrower shall be required to pay the replacement cost of the items. Refer to the Library Fees Schedule for specific replacement costs.

 

2.2 Failure to promptly return the kit or pay the required replacement costs may result in loss of kit borrowing privileges and/or referral of the matter to law enforcement for possible screening of criminal charges.

 

3. Patron Responsibility

3.1 The Library is not responsible for a borrower’s activity while using the Blood Pressure Monitor Kit and any damage to personal property that may result from using the Blood Pressure Monitor Kit. Borrowers assume any and all risks of using a Blood Pressure Monitor.

 

3.2 Instructions for how to use each item are located in the Blood Pressure Monitor Kit case. Library staff will not assist in using any items in the kit. The patron is responsible for doing so.

 

3.3 Patrons agree that these items will be used for their intended purpose and maintain the device in the Blood Pressure Monitor Kit in a safe and proper manner. 

 

3.4 Blood Pressure Monitor devices may not be used by any other person besides the patron who is responsible for the kit.

 

3.5 Patrons will inspect each device in the Blood Pressure Monitor Kit prior to return, noting any damage or defects to Summit County Library staff.


Borrowing Policy

Policy Statement:

All patrons must have a current, valid library card to borrow library materials. Eligibility for a library card and different Borrower Types are as follows:

 

1. Borrower Types

1.1 Resident 

 

1.1.1 Individuals who reside or own property in Summit County are eligible for a free library card. 

 

1.1.2 Applicants, age 18 and over, must be able to provide photo identification and proof of residence. 

 

1.1.3 Acceptable proof of residence must be one of the following: 

  • A valid Utah driver’s license or state-issued ID with current address listed 

  • Current lease agreement 

  • Utility, credit card, or cell phone bill issued within the last 60 days 

  • Deed or mortgage

  • Current paycheck stub

  • Property Tax notice

1.1.4 Proof of residence must include the applicant’s physical address. Post Office box numbers are not an acceptable proof of residence, but may be used as a mailing address.

 

1.1.5 Resident children under the age of 18 are eligible to receive a library card at the discretion of a parent or legal guardian. The parent or legal guardian must have a valid Summit County Library card and be present for a child to be issued a card. Parents or legal guardians take responsibility for all activity on the child’s card. 

 

1.2 Non-Resident 

 

1.2.1 Non-residents of Summit County are eligible for a free library card. Borrowers are subject to borrowing restrictions as outlined in the “Borrowing Limits and Loan Terms” section. Access to physical and digital resources is granted with the exception of Library of Things items, OverDrive/Libby, and Kanopy (subject to change). 

 

1.2.2 Applicants, age 18 and over, must be able to provide photo identification and address information. 

 

1.2.3 Non-Resident children under the age of 18 are eligible to receive a library card at the discretion of a parent or legal guardian. The parent or legal guardian must have a valid Summit County library card and be present for a child to be issued a card. Parents or legal guardians take responsibility for all activity on the child’s card.

 

1.3 Unlimited Non-Resident

 

1.3.1 Non-residents may pay an annual fee (refer to the Library Fees Schedule) to upgrade to an Unlimited Non-Resident card. This card removes borrowing restrictions and grants full access to physical and digital resources, including Library of Things items, OverDrive/Libby, and Kanopy (subject to change).

 

1.3.2 Unlimited Non-Resident card fees are non-refundable and cannot be prorated.

 

1.3.3 Summit County employees who live outside of Summit County may present their Summit County employee badge to receive a waiver of the Unlimited Non-Resident fee. An employee’s spouse/domestic partner and children are also eligible for Unlimited Non-Resident cards without fees. These will expire annually to verify current employment with the County. 

 

1.3.4 Residents of Morgan County may present their Morgan County Library card to receive a waiver of the Unlimited Non-Resident fee due to a Cooperative Agreement with Morgan County Library.

 

2. Library Cards

2.1 Expiration

 

2.1.1 Resident Cards expire every two years if address and contact information cannot be confirmed.

 

2.1.2 Non-Resident and Unlimited Non-Resident Cards expire annually if address and contact information cannot be confirmed.

 

2.1.3 Patrons will be notified via email or text 30 days prior to their account expiration. To renew, patrons must provide current proof of residency (for residents) or updated contact information (for non-residents) and pay the annual fee if applicable.

 

2.1.4 If a library card remains inactive for three years with no accrued fines or fees, the card will be removed from the database.

 

2.2 Lost or Stolen Cards

 

2.2.1 Patrons must report a lost or stolen library card to the library as soon as possible. Upon reporting, a replacement card will be issued.

 

2.2.2 Failure to report a lost or stolen card will result in the patron remaining liable for any materials checked out on the card.

 

2.2.3 The fee to replace a lost card is listed in the Library Fees Schedule. Worn out, illegible or outdated cards will be replaced for free.

 

2.3 PIN Information

 

2.3.1 A PIN is created when you register for your library card.  If desired, this number can be changed on our website or in person. For child cards, a parent or guardian must be present to change the PIN or any contact information.

 

3. Borrowing Limits and Loan Terms

3.1 Item limits by Borrower Type

 

3.1.1 The total number of items a patron may borrow is determined by their Borrower Type. The limits for each Borrower Type are as follows:

3.2 Item Limits and Loan Periods by Item Type

 

3.2.1 Maximum limits (within the eligible limits for each Borrower Type) are applied to the number of items of any one Item Type that a patron may borrow at a time. Loan periods are determined by Item Type. The specific limits and loan periods are as follows:

3.3 Most items will renew automatically up to three (3) times after the original checkout period unless the item is on hold for another patron or is not eligible for automatic renewal. Patrons can renew an eligible item before its due date either in person, by phone, or through their online account. Interlibrary loan renewals are subject to the policies of the lending library.

 

3.4 Patrons may reserve materials either in person, by phone, by email, or through the library’s website. Patrons will be notified within one (1) business day when reserved materials become available. Notifications will be sent via phone, email, or text message. Reserved items will be held for seven (7) business days. Patrons are limited to 25 reserve requests at any one time.

 

3.5 Patrons are allowed one (1) claimed return. A claimed return occurs when a patron claims an item has been returned to the library even though the item has not been checked in or found on the shelf. If a patron has more than one claimed return, a supervisor must approve further claims, or the patron will be required to pay for the lost item(s) or risk losing library privileges.

 

4. Charges

4.1 Patrons are responsible for items charged to their library card. Borrowing privileges are suspended when overdue items are not returned or paid for. Charges for lost and damaged items vary. Refer to the Library Fees Schedule for specific prices.

 

4.2 Once an item is paid for, no refund will be made.

 

4.3 After the item is 45 days overdue, the account will be turned over to collections and any replacement costs will be assessed to the account. Replacement costs may be waived if the items are returned undamaged.

 

5. Loan History

5.1 The Summit County Library has the ability to keep a patron’s loan history upon request. Once activated, the loan history will be kept for all items checked out on the card from that point forward. Patrons can access their loan history information through their online account. Patrons can ask to turn off their loan history at any time. 

 


Collection Development Policy

Policy Statement:

This Collection Development Policy is guided by the Summit County Library’s Mission and Core Values. In particular, the Summit County Library is committed to advancing the knowledge of Library patrons through trust by ensuring their privacy, modeling use of credible sources, protecting Intellectual Freedom (the freedom for all Library users to seek out and obtain information from all points of view), and maximizing Library resources and collections. The Summit County Library is diverse, inclusive and accessible to all, creating a safe, comfortable gathering place for creating, exploring, collaborating, relaxing, and allowing lifelong learning.

 

1. Responsibility for Selection

1.1 Final authority for the determination and approval of the Collection Development Policy rests with the Summit County Library Board.

 

1.2 The Library Director holds authority to interpret and apply the policy. The Director holds the authority to select staff members who will be selecting and acquiring library materials.

 

1.3 The following staff members are currently part of the Materials Selection Committee, and all or some may select and acquire library materials. This list may change from time to time.

  • Youth Services Librarian

  • Technical Services Librarian

  • Outreach Services Librarian

  • Teen Services Librarian

2. Process of Selection

2.1 Selection Criteria

  • Author credibility

  • Pertinence of subject matter to library collection

  • Suggestions from library patrons

3. Replacement of Materials

3.1 Refer to the Library Fees Schedule for specific replacement costs.

 

3.2 Patrons may replace a lost or damaged item through outside sources, provided the item is the same format and in like new condition.

 

3.3 Replacement fees and damage charges for other items loaned by Summit County Library will be assessed on a case-by-case basis.

 

3.4 Library staff reserves the right to adjust pricing when appropriate.

 

4. Collection Maintenance

4.1 Materials that are no longer deemed useful or in acceptable condition will be removed from the collection. This determination will be made based on current, accepted library practices.

 

4.2 An effort will be made to replace essential materials that are lost or damaged.

 

4.3 Periodicals will not be bound and may or may not be kept for several years.

 

4.4 Each branch will maintain an inventory schedule.

 

5. Gifts

5.1 All gifts become property of the Summit County Library and cannot be returned to the donor for any reason. The Library Director will make the final decision regarding gifts.

 

5.2 The Library reserves the right to refuse any gift without notice to the donor.

 

5.3 The following items will not be accepted:

  • Textbooks

  • Magazines

  • Reader’s Digest Condensed Books

  • Encyclopedia sets

  • Worn and tattered books

  • Cassette tapes and VHS tapes

  • Pamphlets

5.4 All material donations not used by the library will, at the Library’s discretion, become the property of the Summit County Friends of the Library or be disposed of.

 

6. Objections to Materials

6.1 The Summit County Library believes that reading, listening to, and viewing library materials are individual, private matters. No individual or group has the right to restrict the freedom of others to read, view, or listen to materials accessible through the Library. Materials are not automatically removed from the Library due to individual or group objections, but are subject to the process set forth below.

 

6.2 The responsibility for the engagement, reading, listening, and viewing choices of minors rests with parents and legal guardians. Adults are encouraged to be involved in their children’s use of the library and to guide their involvement with library resources based on their personal values. The Summit County Library is not responsible for monitoring or supervising the use of library resources by minors.

 

6.3 The Summit County Library and its Board of Directors endorse the provisions in the American Library Association’s Library Bill of Rights, the Freedom to Read Statement, the Freedom to View Statement, the Statement on Labeling: An Interpretation of the Library Bill of Rights, and Free Access to Libraries for Minors, each of which is available on the American Library Association’s website at www.ala.org.

 

6.4 Summit County Resident cardholders in good standing (active, no account blocks/suspensions) may choose to fill out a “Statement of Concern about Library Resources” form. This form can be found in the policy handbook following this page.

 

6.5 When a form is submitted to the Library Director, the following actions will be taken:

  • An acknowledgement of receipt will be made to the patron within one week.

  • Library staff will review in due course. After review, the Library Director will present the form to the Library Board at their next scheduled Board Meeting.

  • The patron will be notified when the Library Board will meet to discuss their concern and will be given adequate time as determined by the Board Chair to make public comment during the meeting if desired.

  • The Library Director and Library Board will discuss the concerns.

  • Additional staff members may be invited to provide input.

  • The Library Board will make the final decision on how to proceed during that Board Meeting, or may adjourn the decision should it need additional information.

  • The Library Director or Library Board Chair will respond to the patron in writing about the final decision within three weeks after Board decision.

  • The decision of the Board is final with no right to appeal.


Community Display and Materials Policy

Policy Statement:

The library provides a variety of informational, educational, and recreational resources to the community. There are display areas for community members and organizations to post materials that are consistent with the overall mission of the library. The library attempts to adhere to all federal, state, and local laws. The library will impose reasonable restrictions on posting materials. The library will give display priority to library partners. The library does not endorse the views represented in any community display on library property.

 

1. Display Guidelines

1.1 Community displays are limited to designated locations in the library. All materials to be posted and/or distributed must follow the following guidelines and be approved for compliance by the library prior to posting or distribution.   

 

1.1.1 Guidelines for the posting of materials are as follows:

  • Notices may only be posted on the community bulletin board.

  • Notices will be 8 ½” X 11” or smaller. Larger posters may be posted if space allows.

  • All materials will be removed by library staff at reasonable intervals.

1.1.2 Guidelines for the display of distributed materials are as follows:

  • Distributed materials will be placed in a designated area.

  • The library reserves the right to limit the number of printed materials.

  • All out of date materials will be removed by library staff.

1.1.3 The library will not distribute, post, or display the following:

  • Advertising for profit-making or fund raising events except for the Friends of the Library and other library partners.

  • Advertising or promotional materials of a profit-making commercial entity, items for sale, or estate or trustee sales.

  • Obscene and/or illegal materials.

 

2. Display Space

2.1 The library has limited display/exhibit space available. All displays/exhibits must be scheduled in advance and be approved by the Library Director and/or Branch Manager(s). The library maintains complete control over the space available for displays/exhibits. The following standards will be used to determine which displays/exhibits will be prioritized for presentation:   

  • Highlights or stimulates use of library resources.

  • Relates to or compliments a library program.

  • Is of cultural, historical, or educational significance.

  • Is of notable interest to the community.

  • Is of suitable size and physical form.

  • Requires minimum security.

2.2 The exhibitor is responsible for all set-up and removal of display/exhibit. The exhibitor is responsible for insuring the display/exhibit against damage or loss if desired. The library takes no responsibility for guaranteeing the condition of any items included in any display/exhibit.

 


Criminal Background Check Policy

Policy Statement:

The Summit County Library believes in promoting a safe environment for its customers and employees. Due to the frequency with which any library personnel or volunteers have significant contact with minors, and in accordance with Utah Code §9-7-218 (as amended), the Summit County Library will require Bureau of Criminal Identification (BCI) criminal background checks for any final candidate who is being considered for employment in the library, or for any volunteer who is 18 years of age or older (“Candidates”).

 

1. Costs of Background Checks 

1.1 Background checks shall be conducted through Summit County’s Personnel Department. Expenses for background checks shall be covered by the County.

 

2. Using Background Checks   

2.1 Employment offers shall be made to Candidates contingent upon the results of the background check. Candidates who refuse to consent to a background check are not eligible for employment. Information in the background check may result in an employment offer or appointment to a volunteer position being rescinded. A background check will only be used for evaluating the Candidate for employment. It will not be used to discriminate based on race, color, national origin, religion, sex, disability, age, sexual orientation, gender identity, or any other protected characteristics under federal, state or local law.

 

2.2 The results of the background check shall be sent directly to the Summit County Library Director, and the Library Director, or an assigned administrator, will review the results of the background check.

 

3. Disqualifying a Final Candidate 

3.1 The Library Director, after consultation with the County Personnel Director and County Attorney’s Office, has discretion on whether to disqualify or hire a Candidate based on the results of the background check and will consider the following factors:

  • The nature and gravity of the offense or conduct;

  • The time passed since the offense, conduct, and completion of the sentence (if applicable); and

  • The nature of the job sought.

3.2 If the Library Director decides to disqualify a Candidate because of information in the background check, the Library Director will provide written notice to the Candidate and provide the Candidate with an opportunity to respond. The Candidate may respond to the reasons within three (3) business days by providing the Library Director a detailed written explanation. The Library Director shall respond to the Candidate’s written explanation in writing, and shall either uphold their previous determination with a brief explanation, or shall reverse their disqualification decision.

 

4. Current Employees 

4.1 Background checks shall be conducted through Summit County’s Personnel Department. Expenses for background checks shall be covered by the County. Current library employees shall be exempt from this policy unless there is reasonable suspicion to believe that a background check is warranted, in which case they shall be subject to a criminal background check. Current employees who refuse to consent to a background check may be subject to discipline. Current employees are eligible for due process under the Summit County Personnel Policy.

 

5. Policy Posting & Periodic Review 

5.1 This policy will be reviewed no less than every three (3) years by the Library Board. It shall be distributed to prospective employees and volunteers who apply for positions at the library and publicly posted in all Summit County libraries. This policy may be superseded by the adoption of a background check policy by Summit County.


 

Electric Vehicle Charging Adapter Checkout Policy

Policy Statement:

One of the Summit County Council’s Strategic Objectives is Environmental Stewardship and implementing policies to preserve and protect, among other things, air quality for the present and future. The County has included electric vehicle (“EV”) charging stations at a number of its public properties, including the Kamas and Sheldon Richins Library Branches and has purchased electric vehicle charging adapters for use by employees and the public at large. This policy governs the checkout process for those EV charging adapters (“EVCA”).

 

1. Checkout Procedures   

1.1 Borrowers must be at least 18 years of age to borrow an EVCA.

 

1.2 Borrowers must sign a waiver that includes: the Borrower’s contact information and the Borrower’s acceptance of financial responsibility for damage and/or loss of an EVCA or any damage done to personal property while using the EVCA. Borrowers shall also leave their current driver’s license with Library staff as a security deposit for the duration of the checkout period.

 

1.3 Preference in borrowing may be given to Summit County employees, but otherwise, borrowing is on a first-come, first-serve basis. Borrowers may borrow one (1) EVCA at a time. Due to limited availability, the fast EVCAs may be borrowed for a maximum period of ninety (90) minutes and standard EVCAs may be borrowed for a maximum period of three (3) hours. If no other borrowers are waiting to use an EVCA, the borrower may extend the checkout for an additional period of time consistent with the above maximum periods. Notwithstanding these time periods, EVCAs shall be returned to the Library Branch from which they were borrowed during Library business hours.

 

1.4 Borrowers must return the EVCA and any of its components to the circulation desk and not into a book drop. The EVCA must be returned on the same day of its checkout – no borrower may keep or retain any EVCA overnight.

 

1.5 If a borrower damages or loses an EVCA, the borrower shall be required to pay the replacement cost of the EVCA (refer to the Library Fees Schedule for specific replacement costs). Failure to promptly return the EVCA or pay the required replacement costs may result in loss of EVCA borrowing privileges and/or referral of the matter to law enforcement for possible screening of criminal charges.

 

1.6 The Library is not responsible for a borrower’s activity performed while using the EVCA and any damage to personal property, including personal vehicles, that may result from using the EVCA. Borrowers assume any and all risks of using an EVCA.

 

1.7 Instructions for how to use the EVCA are located on Page 4 of this policy. Library staff will not assist borrowers with charging the borrower’s personal vehicle; the borrower is responsible for doing so.


Energy Detective Kit Policy

The Summit County Library System provides Energy Detective Kits to help patrons explore energy efficiency, reduce utility costs, and make informed decisions about home energy use. By offering these tools, we support sustainability education and empower our community to take an active role in environmental conservation.

1.3 Patrons must return the Energy Detective Kit and all of its components in the provided case to the circulation desk and not into a book drop.

 

1.4 The checkout period for the Energy Detective Kit is 2 weeks. The Energy Detective Kit may not be renewed after the 2 week period.

 

2. Damage Items or Lost Parts   

2.1 If a borrower damages or loses the Energy Detective Kit, the borrower shall be required to pay the replacement costs of the items. Refer to the Library Fees Schedule for specific replacement costs.

 

2.2 Failure to promptly return the kit or pay the required replacement costs may result in loss of kit borrowing privileges and/or referral of the matter to law enforcement for possible screening of criminal charges.

 

3. Patron Responsibility   

3.1 The Library is not responsible for a borrower’s activity while using the Energy Detective Kit and any damage to personal property that may result from using the Energy Detective Kit. Borrowers assume any and all risks of using an Energy Detective Kit.

 

3.2 Instructions for how to use each item are located in the Energy Detective Kit case. Library staff will not assist in using any items in the kit. The patron is responsible for doing so.

 

3.3 Patrons agree that these items will be used for their intended purpose and maintain the devices in the Energy Detective Kit in a safe and proper manner. Energy Detective Kit devices will not be used by any other person besides the patron who is responsible for the kit.

 

3.4 Patrons will inspect each device in the Energy Detective Kit prior to return, noting any damage or defects to Summit County Library staff.


Extended Access Hours - Coalville Branch

2.1 Upon completion of these requirements and providing a PIN, your Library Card is updated to allow for Extended Access.

  • Present a valid photo ID (Driver’s License, Student ID, etc.)

  • Patrons must be 18 years of age. Children under 18 must be accompanied by a Parent or Guardian at all times. That Parent or Guardian must possess an Extended Access Card.

  • Complete the Extended Access Terms and Conditions Form (Attachment A)

  • Uphold the Policies of the Summit County Library while on site. Violations may result in the patron losing Extended Access privileges, as well as possible fines and legal consequences.

3. How to Use Extended Access

3.1 Pre-registered patrons may access the collections, common spaces, computers and Wi-Fi in the library during the extended hours described above.

 

3.2 Patrons are expected to know how to use the library self-checkout equipment to borrow materials and the PC Reservation system to use the public computers and printer. Before signing up for the program, please ask a library staff member for a demonstration if you are not comfortable using the equipment.

 

3.3 Patrons shall enter the Coalville Branch using the back door (parking lot side). Patrons will scan their Library Card using the barcode reader and then enter their PIN.

 

4. Security and Safety   

4.1 Camera surveillance is installed throughout the library. This provides peace of mind for the patrons and deters theft and vandalism. In addition, library staff are monitoring the branch via remote access during extended hours and may be contacted using the desk phone or a cell phone at (435) 615-3900.

 

4.2 The desk phone may also be used to dial 911 in the event of an emergency.

 

4.3 Announcements may be made during Extended Access hours, such as notification that the library is closing, and patrons agree to comply with these directives.

 

4.4 Patrons are not allowed to give access to the library to others. Each patron must use their own library card and PIN to enter the facility. 


Hotspot Checkout Policy

Policy Statement:

Part of the Summit County Library’s mission is to foster lifelong learning opportunities. By including the Internet as an information resource, the Library’s goal is to enhance its existing collection in breadth and depth. Offering public access to the Internet has become an integral part of the Summit County Library’s programs and services. Patrons may borrow hotspot devices from the Library to bring the Internet to their homes or wherever they need access.

 

1. Checkout Procedures   

1.1 Patrons must be at least 18 years of age or have permission from a parent or guardian to borrow a hotspot.

 

1.2 Patrons (parent or guardian if borrower is under 18) must sign a waiver accepting financial responsibility for damage and/or loss of a hotspot.

 

1.3 Patrons may borrow 1 hotspot at a time due to limited availability. There is also a checkout limit of 1 hotspot per household at a time.

 

1.4 The checkout period for a hotspot is 2 weeks. Hotspots may not be renewed after the 2- week period.

 

2. Patron Responsibility

2.1 If a hotspot is more than 10 days overdue, service to the hotspot will be cancelled and the replacement cost will be charged to the patron’s account (refer to the Library Fees Schedule for specific replacement costs). This replacement amount will be waived if the hotspot is returned in good working condition within 30 days of the due date.

 

2.2 The Library is not responsible for any activity performed while using the hotspot and any damages to a personal device that may result from using the hotspot.

 

2.3 The Library is not responsible for lack of coverage/signal of the hotspot in different areas. Coverage levels vary depending on the area.

 

2.4 Instructions for how to use the hotspot are located in the case. If you need assistance connecting a device to the hotspot, Library Staff is happy to assist you.

Internet Access Policy

Policy Statement:

The internet is a worldwide computer network that enables the library to provide access to information, ideas, and commentary far beyond the scope of its local collections. By including the internet as an information resource, the library’s goal is to enhance its existing collection in breadth and depth. Offering public access to the internet has become an integral part of the Summit County Library’s programs and services. The intent of this policy is to meet the requirement of Utah Code Sections 9-7-215 and 9-7-216, and Utah Administrative Code R458-002. This policy supersedes the May 19, 2022 Internet Access Policy of the Summit County Library and becomes effective on May 22, 2025.

 

Developed under the direction of the Summit County Library Board, the Internet Access Policy was discussed and adopted during an open meeting on May 22, 2025.

 

It is a matter of policy that the Summit County Library will abide by all laws and regulations governing internet access and usage. This document will be reviewed by the Summit County Library Board at least every 3 years and a copy of the new policy will be sent to the Utah State Library Division as required by Utah Administrative Code R458-2-3.

 

1. The Summit County Library will:

1.1 Comply with Utah Code Sections 9-7-215 and 9-7-216 by creating and enforcing Internet Access Sections 76-5c-101 and 76-5c-102. Filtering software will provide internet safety for all library computers connected to the internet and devices connected to the library’s Wi-Fi network.

 

1.2 Use filtering software to limit access to certain sites, including gambling, obscenity and/or pornography. Currently the internet is an unregulated and unrestricted medium. As such, while it offers access to a wealth of material that is enriching to individuals of all ages, it also enables access to material which may be inappropriate, offensive, unsafe, and/or illegal. Filtering is done in an attempt to make internet content accessed at the library closely match the types of materials that are selected for the library’s collection. However, upon request by an adult patron, the library staff may unblock a specific website to enable access for bona fide research or other lawful purposes after completion of the “Filter Unblocking Agreement” (see Attachment D). The children’s internet stations will be permanently filtered in an attempt to eliminate sites intended for mature audiences (this filtering software is currently the same that is used in Utah’s public schools). Access by minors to sites that contain obscene or pornographic materials is prohibited.

 

1.3 Assist patrons in using the internet to the extent that time and other patron demands allow.

 

1.4 Provide access to the internet as part of our mission to inform, educate, inspire, entertain, and provide an environment for lifelong learning for individuals in our county.

 

1.5 Provide patrons with a “Patron Request for Internet Access Policy Review” form if requested (see Attachment A).

 

1.6 Provide staff with a procedure to be used to handle complaints about observed patron behavior.

 

1.7 Provide “Staff Guidelines” for enforcement of this policy (see Attachment B).

 

1.8 Develop internet aides, such as its homepage, to provide guidance and to help identify current, correct, and authoritative content. Endorse the practice of cooperative computing. This practice includes: regular deletion of unneeded files; refraining from overuse of connect time, printing, or processing capacity; refraining from the use of sounds and visuals which might be disruptive to others; and refraining from using the computers in an irresponsible manner.

 

1.9 Comply with a policy of internet safety for minors by providing and enforcing the operation of a technology protection measure on any publicly accessible computer with internet access to protect against access to visual depictions that are child pornography, harmful to minors, or obscene. This policy follows the restrictions to materials considered to be obscene under the definitions established by 20 U.S.C. Sec. 9101, Utah Code Sec. 76-5b-103, and Utah Code Sections 76-5c-101 and 76-5c-102.

 

1.10 Comply with a policy of internet safety, including the operation of a technology protection measure, hereafter called “filtering software,” on any publicly accessible computer with internet access that protects against access to visual depictions that are child pornography, harmful to minors or obscene. This policy follows the restrictions to materials considered to be obscene under the criteria established by 20 U.S.C. Sec. 9101, 47 U.S.C. Sec. 254(h)(6), Utah Code Section 76-5b-103, and Utah Code Sections 76- 5c-101 and 76-5c-102.

 

2. The Summit County Library will not: 

2.1 Be responsible for the availability or accuracy of information accessible via the internet. The internet is an unregulated medium, with access points and content which change rapidly and unpredictably.

 

2.2 Guarantee that its filtering software will be totally effective.

 

2.3 Accept responsibility for the use of the internet by children and young adults. Responsibility for the use of all library materials, including internet resources, rests with parents and legal guardians. Parents are encouraged to work closely with and supervise their children to ensure that any use of internet resources is consistent with their family’s values.

 

2.4 Accept responsibility for damage to any user’s storage device or computer, or for any loss of data, damage, or liability that may occur from patron use of the library’s electronic resources, the library’s internet connection, or any malfunctioning library hardware or software.

 

3. Users of our internet service agree that they will:

3.1 Comply with internet rules: such as sign-ups, time limits, and printing charges (currently 30-minute time limit and a $.10 per sheet printing charge for black & white, and $.50 for color) developed by library staff to provide equitable use for all patrons.

 

3.2 Accept responsibility for determining that the information they access is acceptable, reliable, and suitable to their and/or their children’s needs. Users should also be aware that some sites do not provide a secure medium for transmitting personal information, such as name, address, or credit card number.

 

3.3 Respect copyright laws and licensing agreements. Material obtained or copied from the internet, including software may be subject to copyright law, which prohibits the unauthorized reproduction or distribution of copyrighted materials, except as permitted by the principles of fair use. Any responsibility for consequences arising from copyright infringement or any other illegal use lies with the user.

 

3.4 Avoid exposing others involuntarily to material that they or, if under 18, their parents might find unsuitable. The library computers are in public areas, and privacy cannot be guaranteed.

 

3.5 Respect the privacy of other users of electronic resources. This includes not representing oneself as another user, not attempting to view what others are accessing or doing without their permission, not trying to gain access to someone else’s data, and not “hovering” over other users while waiting for a turn.

 

4. Furthermore, users agree that they will not:

4.1 Modify any Summit County Library System hardware, software, or settings (this includes loading or downloading programs). Misuse of library computers may result in fines or loss of internet and/or library privileges. Users who intentionally damage library computers may be prosecuted.

 

4.2 Load personal files or software on library computers. Creating personal folders, bookmarks, passwords, or other individualized files is prohibited.

 

4.3 Use library computers to display or disseminate visual images containing pornography, obscenity, graphic violence, or other images inappropriate in a public library setting. While respecting an individual user’s right to privacy, staff has the right to monitor use of internet workstations to ensure compliance with this policy. Inappropriate use of these resources is prohibited and may result in the loss of computer and/or library privileges. The Summit County Library reserves the right to revoke access if it is causing operational challenges such as excessive use of bandwidth, etc.

 

4.4 Use library computers to violate any federal or state law. Illegal acts involving library computing resources may be subject to prosecution by local, state, and federal authorities.

 

5. Patron request for internet access policy review

5.1 Any concerns regarding this policy or its enforcement may be addressed by filling out the appropriate form (Attachment A). All requests for review will be addressed by the Library Director, and perhaps the Library Board and County Manager as necessary.

 

5.2 This policy will be revised as technology, sources, and use patterns change. This policy will be available at the library’s front desk, posted on each of the computer tables, and an abridged version (Attachment C) will also appear as a link on all patron workstation screens.

 

5.3 The Summit County Library System thanks public libraries around the state for providing the models upon which this policy is based. The Library is also grateful for the legal review provided by the Summit County Attorney’s Office.


Library Room Policy

Policy Statement:

The Summit County Library provides equitable access to study and meeting spaces while fostering a safe, respectful, and productive environment for all patrons.

 

1. General Statement of Intent and Uses

1.1 Summit County (the “County”) and the Summit County Library (the “Library”) offer study rooms and meeting spaces (“Library Rooms”) in and about the Summit County Library branches which may be used and reserved for use by the public, without charge. These Library Rooms are owned and operated by the County, and the County Manager has authorized the Library Director to administer these policies regarding public access to the Library Rooms. Individuals, organizations and community groups who would like to study, work, or host a public presentation or meeting are invited to reserve the Library Rooms. Library Rooms are classified as “Study Rooms” and “Community Rooms” and are described in Appendix A (as amended from time to time).

 

1.2 Unless a part of county business, Library Rooms are NOT available for the following activities:

 

1.2.1 Commercial activities and presentations during which products or services will be sold or promoted or names solicited for the future sale or promotion of products or services.

 

1.2.2 Social gatherings including, but not limited to, birthday parties, weddings, reunions, or receptions.

 

1.2.3 Activities that, on account of their noise level, disrupt the ordinary and customary operation of the Library Rooms, including, but not limited to, athletic competitions or instruction, and programs involving dancing and live music and/or loud music.

 

1.2.4 Activities that include wagering, gambling or other games of chance.

 

1.3 Library Staff has the discretion to deny use of a Library Room.

 

1.4 Library Staff has the ability to remove groups from the Library Room if there is a violation of this or other Library policies.

 

2. Requirements

2.1 All Library rules and regulations must be strictly followed.

 

2.2 Users must comply with all applicable local, state and federal laws.

 

2.3 No entrance fee may be charged for any event or activity hosted in a Library Room.

 

2.4 Attendance shall be limited to the capacity listed in this policy.

 

2.5 Minors under the age of 18 can use Study Rooms without parental permission, but Community Rooms must be reserved by an adult who is willing to take responsibility for any liability. The person hosting the event or activity, if applicable, shall serve as the authorized representative of the group, must remain on the premises throughout the activity, and is responsible for ensuring that all attendees observe the rules and regulations of the Library and this policy. This individual must report to Library staff at the beginning and end of the activity.

 

2.6 Library Room hours of operation vary by building. Please check with the Library for hours. Use of the Library Rooms shall be limited to Monday through Saturday. Library Rooms will not be available for any use on Sundays or holidays due to staffing limitations.

 

2.7 All persons contracting with the County for the use of the Library Rooms may be personally liable for any damage to County property during their use.

 

2.8 Persons using the Library Rooms shall be required to leave the room(s) in a clean, orderly condition, including but not limited to returning all chairs and tables to an orderly condition, returning all equipment to its proper place, and picking up and disposing of all trash and clutter. Users may not store any personal equipment in the room and shall remove personal equipment after each use of the room.

 

2.9 The Library reserves the right to refuse the use of any Library Room to an individual or group who has previously failed to abide by this policy.

 

2.10 The Library reserves the right to establish any other rules and regulations which will promote the effective and efficient operation and preservation of County owned property.

 

2.11 Neither the County nor the Library endorses the viewpoints or activities expressed by users of the Library Rooms. No advertisement or announcement implying such endorsement shall be permitted. Users of Library Rooms may not use the County’s/Library’s name or any of the County’s/Library’s marks or logos for any promotional or similar purposes without the prior approval of the County/Library.

 

3. Scheduling

3.1 Reservations shall be accepted on a first-come, first-served basis, by speaking with a librarian or using the Library’s online reservation system.

 

3.2 Library Rooms shall be reserved in the order in which requests are received.

 

3.3 Library Rooms may be reserved no more than fourteen (14) days in advance; for up to two (2) hours per day. Patrons may continue to use the Library Room beyond the reserved time if the room is not otherwise reserved or in use.

 

3.4 The Library reserves the right to substitute Library Rooms or to cancel the use of any room if the room is needed to conduct the business of Summit County.

 

3.5 Library Rooms are made available for the use of all Library patrons. The Library may, at its discretion, cancel reservations that violate this Room Policy or other Library policies (including proposed uses that pose a threat to the safety or security of Library facilities, collections, programs, staff, patrons or users, or proposed uses that constitute illegal activities), or because a user(s) is monopolizing Library Rooms.

 

4. Set Up

4.1 Additional time needed to set up for an activity must be requested at the time of scheduling.

 

4.2 The removal of any picture, plaque or other objects from walls is prohibited.

 

5. Equipment

5.1 Room set-up plans, equipment needs and other requirements shall be discussed with Library staff and confirmed in writing in advance of the event, if applicable. Furniture may not be brought in Library Rooms. Equipment must be approved by Library staff and must not disrupt Library operations (for example, with excessive power needs, noise or lighting).

 

5.2 Users are responsible for any materials, equipment, or property brought into Library Rooms. By using the Library Room, you agree to not hold the Library liable for any loss, damage, theft or vandalism to your property.

 

6. Food & Beverages

6.1 Light refreshments (hors d'oeuvres, sandwiches, cookies, beverages, etc.) are allowed. However, beverages with a red, orange, grape or other base which would stain carpets are not allowed.

 

6.2 If food is served, it is the responsibility of those using the room to ensure that the room is thoroughly cleaned after the event.

 

6.3 In the event of a spill of either food or beverage, the Library shall be notified immediately.

 

6.4 Alcoholic beverages and smoking are strictly prohibited at all times within the Library Rooms. This includes the interior and exterior of buildings.

 

7. Unlawful or Inappropriate Conduct

7.1 Library Rooms shall not be used for any unlawful or inappropriate purpose. Any conduct occurring on County property which is unlawful or inappropriate shall result in the immediate termination of use and may result in fines and criminal charges being instituted.

 

8. Personal Property

8.1 Summit County shall not be responsible for any loss or damage to personal property occurring on County property during the use of a Library Room.

 

9. General Rules

9.1 No open flames may be used within any Library Room. This includes the use of sterno burners, candles, incense, etc.

 

9.2 No nails, tacks or duct tape may be used in/on woodwork or walls.

 

9.3 Use of the building during County business hours shall not interfere with the normal operation of County business or work of County staff.

Patron Rules of Conduct

Policy Statement:

These rules of conduct are for the comfort, safety, and protection of all Library patrons and Library staff. Library staff will firmly and courteously enforce these rules. We ask your cooperation in maintaining an environment conducive to enjoyable use of the Library for all.

 

1. Dangerous, destructive, or illegal conduct, including but not limited to the following, will not be tolerated:

  • Physical abuse or assault;

  • Fighting or challenging to fight;

  • Making violent and threatening statements;

  • Engaging in or soliciting any sexual act; and

  • Damaging, destroying or stealing Library property, or the property of others.

1.1 Any patron displaying any of these behaviors will be instructed to cease immediately and leave the Library space if he or she is endangering others. Law enforcement will be called and appropriate legal action will follow. In addition, based on the severity of the situation, a suspension of Library privileges for up to one year will be applied without advanced warning or prior suspension.

 

2. The following behaviors are also prohibited:

  • Using harassing or insulting language.

  • Disturbing or annoying anyone with loud and/or unreasonable noise, including but not limited to using electronic equipment or mobile telephones at a volume that disturbs others.

  • *Leaving children under 12 unattended by a parent or authorized adult. *See section 4 for more details.

  • Abuse, improper or unsafe use of furniture, equipment, or materials.

  • Personally monopolizing Library space, seating, tables, or equipment to the exclusion of other patrons or staff.

  • Petitioning, soliciting, or selling merchandise or services without written permission from the Library Director. This includes posting or leaving unauthorized materials.

  • Blocking Library entrances or exits with bicycles, strollers, skis, snowboards, etc., or leaving animals unattended on Library property.

  • Participating in any activity in the Library or at public entrances/exits which interferes with any person’s comfort or safety.

  • Entering Library with animals other than service animals authorized by law.

  • Riding skates, roller shoes, skateboards, or similar equipment.

  • Smoking.

  • Possessing, consuming, or being under the influence of alcohol or illegal drugs.

  • Exuding offensive, pervasive odors, including pervasive fragrances caused by perfume or other scented products, which constitute a nuisance to other patrons or staff.

  • Failing to wear shirt/top, pants/skirt, and shoes.

  • Entering staff-only areas without permission.

  • Unreasonable use of restrooms, including laundering, bathing, and shaving.

  • Lying on the floor or sleeping.

  • Fraudulent use of another’s Library card and/or number for any purpose, including using another’s Library card to reserve or use Library computers.

  • Refusal to follow reasonable direction from Library staff, including but not limited to leaving the Library during normal closing procedures or during an emergency evacuation.

2.1 Any patrons displaying these behaviors will be addressed in the following manner and staff must fill out an Incident Report and turn it in to the Branch Manager or Library Director:

  • First Violation: Initial warning, given copy of Patron Rules of Conduct.

  • Second Violation: Library privileges suspended for one day.

  • Third Violation: Library privileges suspended for seven days.

  • Fourth Violation: Library privileges suspended for up to one year.

2.2 If you observe anyone violating any of these rules of conduct, please inform a Library staff member.

 

3. Library Food & Drink Policy

3.1 The purpose of this policy is to provide guidelines that will help protect the Library’s materials and facilities. Eating and drinking is allowed in most places in the Library described in the following general rules. Violations of this policy will be addressed using the same guidelines outlined in Section II if staff deems it necessary. The rules are subject to change if necessary:

Hot and cold beverages are allowed in covered containers; alcoholic beverages are not permitted.

Eating at the computer terminals is prohibited.

Please avoid bringing foods into the Library that are odorous, greasy, sticky, or noisy when eaten. Please wash your hands after eating before you handle Library materials or use the computer terminals.

Please clean up any food or drink spills. If the spill is large and you cannot clean it up yourself (for example, spilled drinks on the carpet), clean it up as well as you can and notify the circulation desk staff.

 

4. Unattended Children Policy

4.1 The Summit County Library welcomes children of all ages. Library staff strives to provide a safe and appropriate environment for all Library users. Our libraries, however, are public buildings. Any public place may be dangerous for a child who is left unattended even for brief periods of time. In addition, Library facilities are neither designed nor licensed to provide childcare. A child left alone at the Library without a responsible caregiver may become bored, fatigued, or frightened and this may lead to behavior that disrupts the Library services that staff provides to them and/or others.

 

4.2 Parents and other caregivers are solely responsible for the welfare and the behavior of children using the Library. If a child under the age of 12 is found to be unattended in any area of the Library, or any child is found frightened, crying, or otherwise in distress, staff will attempt to locate the child’s parent or caregiver. If Library staff cannot find the child’s parent or caregiver, law enforcement will be notified and assume care of the child.


Streaming Device Policy

Policy Statement:

The Summit County Library System offers streaming devices to patrons to expand access to digital content and support lifelong learning.

 

1. Checkout Procedures

1.1 Patrons must be at least 18 years of age or have written permission from a parent or guardian to borrow a streaming device.

 

1.2 Patrons (parent or guardian if borrower is under 18) must sign a waiver accepting financial responsibility for damage and/or loss of a streaming device and/or its components.

 

1.3 Patrons must return the streaming device and all of its components in the provided case to the circulation desk and not into a book drop.

 

1.4 Patrons may borrow 1 streaming device at a time due to limited availability. There is also a checkout limit of 1 streaming device per household at a time.

 

1.5 The checkout period for a streaming device is 1 week. Streaming devices may not be renewed after the 1 week period.

 

2. Patron Responsibility

2.1 Refer to the Library Fees Schedule for specific replacement costs.

 

2.2 The Library is not responsible for any content viewed while using the streaming device and any damages to a personal device that may result from using the streaming device. Access to various streaming services is subject to change. Whenever possible, streaming devices will have a children’s option available with the streaming services that provide one. Patrons may not add, download, delete, or alter any titles, accounts, or content from the streaming device. Upon its return, the device’s history will be cleared to maintain patron privacy.

 

2.3 Instructions for how to use the streaming device are located in the case. Library staff will not hook up a streaming device on a patron’s personal property/device. The patron is responsible for doing so.
